Step 1:
Upload all your contacts phone and emails onto a CSV sheet separated by Name, Number and email into your Facebook Ads Manager Audiences.
Step 2:
Create a new custom audience => upload CSV sheet=>follow along tag what you want to be uploaded (email and phone) and let Facebook populate the people they can find from your list.
